At the next City Council meeting our elected officials will be asked to consider passing an Ordinance that will create a municipal code requiring a conditional use permit for new alcohol beverage sales. Existing businesses selling alcohol will be deemed approved, and granted the conditional use permit automatically. So what is all this about? We asked the City and they responded with a presentation to the Board of Directors and the Government Review Committee by Police Chief Garcia, Commander Chris Catren and Development Department Representative Sean Kelehr the Board and Committee. Here is what we learned.
The driving motivation behind the CUP requirement is to provide City officials with a tool to help curb damage and disruption caused by overindulging patrons. Currently alcohol sales are viewed as just another business by the City. With the requirement of a CUP and the associated guidelines, the privilege to sell alcohol can be removed if the conditions of approval are not adhered to. Needless to say, the conditions will include language about being a good neighbor.
Now this does not mean a bar will be closed the first time one of its patrons damages public property or the shop next door. Just as there is a review process to obtain the CUP, there will be a process to revoke it as well. A business will be given a chance to clean up their act, and only upon failure to do so will further hearings be held to remove the CUP, and thus disallow alcohol sale.
With the CUP requirement in place, the City can take action on its own, and not have to wait for the overstretched Department of Alcoholic Beverage Control to respond. The fact is, most cities already require a CUP, so the new orinance will not put us at a disadvantage in respect to attracting new business.
So far all this sounds well and good, and the Board and GRC agree. So what’s the catch? That four letter “f” word – fees. Built into the legislation is a provision that the City may impose fees associated with the implementation of the enforcement program. I’m not talking about fees associated with the CUP review and approval process. Those are associated with a definable task. It is the open ended possibility of an annual fee that caused concern for the Board and GRC. If such a fee is proposed, there needs to be a clear understanding on what additional costs are incurred by the City to justify the fee, as well as a clear benefit to those paying the fee. One possibility is that an annual fee would end up penalizing the businesses operating properly to pay for the offenses of those who do not.
So where does that leave us? The Board and GRC have taken a position of favor for the CUP process, but cannot support the ordinance as written. We urge the City Council to delay approving the ordinance until any possible fees are clearly identified in both amount and purpose. There should be a chance to evaluate the cost/benefit ratio. We’ll see how things go at the next council meeting.

The act of voting is your opportunity to choose the person who most resembles your own belief system. Regardless of the outcome, your vote sends a message, letting politicians know what is important.
When you do not vote, politicians can get a general idea of which population had a greater turn out than others. For example, it is no wonder that politicians spend a lot of time on the issues of older adults, given they are the population with highest voter turnout. Populations of people with lower voter turnout are going to have their important issues given less attention. Ultimately, whoever wins the election does indeed have the power to impact your life. Local, state government and the federal governments are in charge of making final decisions that will affect your life in many ways. That’s why it is important to get to know the people running for office. When you vote for someone you should vote based on what they believe in and whether or not you support it. Get to know their views on important matters so that you can make an educated decision and support people whose views are similar to your own. This is especially important in Primary Elections to make sure you get the best candidates for the general election.
On Tuesday, June 3rd, you will have an opportunity to exercise your right.
If you think that your opinion (your vote) doesn’t matter think again! The people in office now are making decisions that will affect your life now AND later! Insure that the right person is in office representing you. Let your vote be counted.

- When differences in views or ideas occur, work first to understand them from the other person’s perspective.
- Be direct and sincere as normal practices.
- Use humor in good taste.
MAY 2014 – Redlands Chamber Cruisin’ Cuisine Huge Success
/in Newsletter /by Evan SanfordOn Saturday, April 12, Chamber guests headed out on the streets of downtown Redlands to taste test some of the finest fare offered by local eateries. The fourth annual Cruisin Cruisine had attendees, feasting on pasta from the Old Spaghetti Factory and a dazzling display of hot and cold hors d’oeuvres including carved fruits and vegetables provided by Alfaro’s Catering at the Chamber office. Right around the corner at the Restaurant of Joe Greensleeves there were savory treats upstairs in the private dining room, then it was off to Corner Bakery Café where sweet treats were offered to “cruisers”, a stop at Rok n Fondue for a sip of the cocktail of the month, and a spectacular visit to the chocolate station had guests all a buzz. Attendees could wander in any direction they wanted so it was a left turn to Wildflowers Fiori de Campo, who hosted Benjarongs for spicy noodles and rice. Oscars Mexican Restaurant offered a variety of bite size fixings and The Royal Falconer offered its British favorite, Scotch Eggs, and The Lounge 22, unveiled a brilliant melon gazpacho. The Sizzler served up a feast of tastings. New to the event Wok in Café offered Chinese delicacies to our travelers.
Each guest had a passport signed at every restaurant that was turned into the Chamber office at the end of the evening making every guest eligible for the grand prized, an I-Pad and case, provided by Paul T Barich. The drawing took place Monday morning and Crystal Chavira, was the lucky winner.
“This is a homerun event for the Chamber and our restaurants.” said Chamber President, Geoff Bonney, Bonney Architecture. “We are able to showcase a number of the amazing dining facilities we have in Redlands. We heard over and over from those participating that they didn’t know about one or more of the restaurants and plan to go back for lunch or dinner. Mission accomplished! Our thanks to all the restaurants that participated in the “cruise”… and to all the cruisers that were treated to an epicurean extravaganza.”
