September; if the temperature and humidity would FALL, I might be able to get into the autumn season. When I look at how fast the year has gone by I feel like someone watching a fantastic magic show, with mouth open, wondering how did THAT happen?

Here is a scenario for you…

You read in the paper (probably the Daily Facts) about a new restaurant opening. As their Grand Opening special, they offer Prime Rib and Lobster with two sides and dessert for a very low price if you prepay online.. wow you think, this is a great deal and you get a group of friends together to try it out. When you go, they are out of prime rib and lobster and serve you baloney sandwiches.

Scenario #2

You decide to spend some of an inheritance on a really nice piece of jewelry. You consult with a jeweler and choose a high quality diamond to be made into a ring. You take the ring to a different jeweler to have the ring sized and find out the diamond is only a CZ.

Scenario #3

Your elected officials put together something very neutral to pass into law, like all future parking spaces will increase in width by 6” or that Wednesday will be officially designated Hump-day. The bill is named SB Bland and is indeed so mild it hardly causes a ripple as it passes through the myriad of committees to get to the floor for final vote. Somewhere along this route of approval, the bill is stripped of its blandness and replaced with teeth that are going to bite a group of people or businesses. This is a common practice called Gut and Amend. It also works in reverse, where a bill with teeth to help a group of people or businesses is gutted and amended to do absolutely nothing. A recent case study is SB 594 (Hill) a bill that attempted to silence the voice of non-profit organizations that took positions on state and local ballot measures and endorsements.

In the first two scenarios, you would immediately take action against this wrongdoing. In scenario #3, absolutely nothing will happen for a number of reasons. It is not illegal as our elected officials exempt themselves from the laws the rest of us have to abide by. Most likely we won’t even know anything about it unless we have someone close to the situation on the inside that lets us know. And we have turned into a nation of “Go-alongs” – whatever our government does we just go along with it. We do not demand honor, honesty or morality of our elected officials nor do we demand that a corrupt system of government be changed. We have become the United States of Go-Along. Fortunately the chamber caught the gut and amend bill in SB 594 and quickly moved to take a position of opposition to the egregious threat to free speech. The chamber not only joined the coalition in opposition to the bill but sent letters urging Appropriation Committee Members to oppose the bill. Before approving SB 594 the bill was amended that allowed non-profits organizations the ability to continue to be actively engaged in the political arena, to participate in both measure and endorsement campaigns without the fear of punitive action by the State or without being forever silenced.

On the LIGHT-er side, Rise N Shine returns Sept 6 after it’s summer hiatus and the chamber will be shedding some LIGHT on our NIGHT LIGHT RUN. The staff and I have been checking out a number of different runs, Mud, Color, and Light, gathering information on what we like and don’t like about each. Armed with this knowledge (I know, I know, scary thought) we are going to have a FANTASTIC RUN December 14!

 

SEPT 2013 – City News by Mayor Pete Aguilar

Earlier this Summer I gave the State of the Community address, sponsored by the Redlands Chamber of Commerce.  In the speech I said a key priority for the City is a safe community and that Public Safety required our attention each and every day.

I mentioned some key Police Department challenges within Public Safety that also required our attention and our diligence.  The local effect of state prison reductions, called realignment, is requiring dedicated resources to monitor those released into our community.  Due to prison overcrowding and State policy changes these offenders are released if their most recent crime was a non-violent offense.  The State has categorized these individuals as Post Release Community Supervision (PRCS) subjects.  The City currently averages 70 individuals that meet this criteria living in the City.

While some will reintegrate into the community, others will reoffend and create hurdles for our local law enforcement. In only 5 months this year Redlands had 57 arrests of PRCS subjects, with 75% of those individuals identified as living in Redlands.  Also troubling is that during this period San Bernardino County has seen a rise in assaults on officers.

While the statewide data is still being analyzed, we can certainly say that since the state implemented these changes, local law enforcement has been tasked with offering increased supervision of these subjects and crime has increased in Redlands.  Redlands has seen a rise in both serious and violent crime according to the most recent data.

We see three potential tools that will help guide our policing efforts: Expanded use of technology, increased public safety officers through grant funded positions, and continued regional coordination with programs such as the gun buyback.

The Redlands Police Department has consistently used technology to solve crime and monitor our public spaces for many years.  But in the future we will expand uses of technology to give residents and businesses increased peace of mind through innovative ways to thwart burglaries.  Redlands has recently begun a pilot project in which resident’s check-out GPS trackers that can be placed in televisions or computers while on vacation.  If the item moves more than 20 feet a notice is sent to the Police Department that a burglary may be in progress.  This is proven technology that could be easily offered to area businesses with minimal expense.

The Redlands City Council has also approved an application for additional police officers through a federal grant request.  These additional officers will allow the City to expand our shift schedule during the time of day where we see increased calls for service.

The City recently partnered with San Bernardino County and a half dozen other cities to support a highly successful gun buyback program.  In Redlands, there were 308 guns removed from the streets including 10 Assault weapons.  Those are weapons that could have later been accidentally discharged, stolen, or used in the commission of a crime.  San Bernardino County could potentially offer another similar program in 2014.

But the public and local businesses can help as well.  Residents and businesses need to be diligent in reporting suspicious activity. “See Something, Say Something” is a theme that we encourage all residents to use if they see suspicious activity within the City.

Covered California Healthcare Exchange Gearing Up For Enrollment

With less than four weeks before the October 1 deadline the officials at the Covered California Healthcare Exchange are scrambling to launch the online enrollment system. If tests prove to show the system is still lacking, phone centers and paper applications are available for consumers ready to go.

The state is trying to reach as many as 5 million Californians who are uninsured or do not receive health insurance through their employers. The goal for Exchange enrollment is 1.4 million by December, 2014. Another 1.4 million Californians may be eligible for an expansion of Medi-Cal, the state’s Medicaid program for the poor.

An issue for California as well as other states building their own exchanges is that they must verify people’s income, Social Security numbers and other information with a federal data hub.

A government audit conducted in August raised concerns about whether the federal system would complete testing for data security in time for an Oct. 1 launch. The testing is crucial to show that the system can safely transmit tax information and other data among state exchanges and federal agencies.

Citing that audit, Republicans in Congress have questioned whether people’s personal and financial information will be secure in these government systems, given the lack of testing. Federal officials say the data hub remains on track.

Two Covered California service centers were expected to start taking general calls in August. Nearly 800 people have taken a state exam to become certified for outreach and education work. Officials said 95% passed the exam with a score of 80% or higher. Covered California also has plans to provide training and certification for about 9,000 insurance agents.

A state advertising campaign will start in selected markets next month with a broader rollout in October. A Field Poll released this week found that just 25% of California voters younger than 65 said they had heard a lot or some about Covered California. Awareness was even lower among the uninsured: only 18% of those voters said they knew much about the new state-run market.

Is this a timed event?

Nope! This is not a race it’s an experience….take it all in… have fun with the lights, the sounds the fun….

Can I run with a jogging stroller and my kids?
On one condition…if you are prepared to be one of the hippest moms/dads on the planet!  As long as they are cute and like to have fun…all kiddos 6 and under can run with an adult FREE of charge and do not need to register! Decked out strollers are way cool… and decked out kids even better.

Can Dogs participate?

Sorry no dogs allowed. Sorry Charley !!!

Is there an age limit for younger runners?
No age limits:) If they can cover (running, jogging, walking, strolling) the 3 miles of the Night Light Run course, they can absolutely do the 5k! Remember though, as soon as they turn 7 they will need to register and have a race bib!

Is there a packet pick up for the event? How does all that work?
Yes.  The exact details will be posted on the official website and emailed to each registrant 7 days prior to the run.

Can someone else pick up my packet for me?
If you fill out a Pick-Up Waiver, someone else can bring your completed waiver and grab that packet to give to you.

Can spectators attend the pre/post-race Night Light Run party?
Absolutely.  You’ll want to celebrate with everyone you know and have them cheer you on as you twinkle over the finish line …that’s when the party starts!!!! Then have them join you as  you visit the downtown businesses after the party.

Are there refunds?
Unfortunately, we cannot issue refunds.  The logistics of setting up and planning the event make it impossible.  Just make sure you are good to go before signing up.  If for some reason you can’t make it to race day, at least come to the check in, pick up your gear, and say hi to us!

If I register early is there a fabulous discount?

You bet …you know what they say the early bird catches the worm…or in this case the cheapest deal and who doesn’t like to save money?
